    O/T wiring into a 20 amp circuit

    No - replace the 18 awg with at least 14 awg preferably 12 awg reel. The 18 awg is too small to be useful in a shop for an extension cord. About the only thing I would use it for is lights.

    single phase motor not starting- capacitor?

    If its humming its usually an indicator of an open start circuit, meaning start switch or bad capacitor. Get it spinning by hand then try to start it. If it starts, its most likely the capacitor or centrifugal switch.

    Amp draw when frequency is reduced

    He said on a VFD. Volts/hz is relatively contestant in a VFD in constant torque range so the current basically stays the same. And Ohm's law doesn't work on a motor because its a torque matching device.
