I'm toying with the idea of power tapping 0-80 holes in aluminum with a drill press. The thru holes will be about 3/8" deep and pre-drilled to 1.25mm.
Both the Procunier 1E and Tapmatic 30X go down to #0.

That's correct. You only need to jumper the start winding until the motor comes up to speed. After that, remove the jumper. Start windings are only energized for a few seconds and will overheat (ie burn up) if left energized for more then several seconds.
You could test the motor by shorting the two leads that the start relay engages for a couple second. That's all this relay does. When you power up the motor the inrush of current causes the coil to make the two contacts. As the inrush of motor current dies down the relay breaks off the start...
Have you attempted to take apart your existing relay. I've rebuild these things before. Sometimes the contacts just need to be cleaned and then they're good as new. Before you shell out big $'s I'd inspect the old one closer. They're really simple devices.
