My copy of the original parameter sheet was a print out of all the non 0 values, and I failed to notice that the previous owner had changed 19600 to 01111111 versus the factory 00000000. As soon as I toggled...

For reference G84 rigid taps fine in G95 and G94...

Update:
I unplugged the encoder cable that comes from the spindle and plugs into the Sinamics Sensor Module SMC20 and I was able to go through the tool changer recovery process. The axis still will not enable but the E-stop condition is gone.
