My first guess too, but further thinking is that it's too fast a spiral, and the cut profile looks like it doesn't have adequate chip clearance - they'd pack very quickly.

So I'm still in "dunno land"...

It's got substantial end supports, so I'm guessing it's a crushing/embossing tool.

That, or a super-heavy-duty barber pole that was incorrectly painted...

Kingbob got it--cutting tool is Hughes Tool downhole cutter used to thin
wall thickness of drill pipe or casing in preparation for window penetration
Hughes calls their tool a watermellon

To everyone else's credit this one was right up my alley. We used to build and redress and recut these specific tool for baker. This was one of my guys in 2010 re applying crushed carbide. Really just a big reamer.
