AFAIK, there is no bushing. The handwheel shaft runs in a bore in the cast iron. So do all the other shafts in the apron. The only exception would be the worm, it sometimes has a replaceable bushing.
That's a common wear point on a "well-used" lathe, many times the wick will eventually get cut by the gears if the wick wire holder service was not preformed. The best long-term solution after boring and sleeving the apron is to install a Gits oil cup for normal oiling and not worry about running the wick way down to the bottom of the apron.
