Arc welder with rotary phase convertor

I have have a 4O amp rotary convertor and an old Miller 300 amp DC welder requiring 60 amps (have not used it yet) and was wondering if the convertor would run the welder at part power without tripping the breakers. Or does it need the 60 amps at any power level?

I would think you could go 1/2 capacity without a problem.
