These have a very snug fit of the steel ram in the iron casting. It may possibly free up if you bolt it back onto the backplate and tweak the tension on the clamp bolts. I recall having to get the bolt tensions just right for real free motion on the ram.

I was able to get quill out and disassemble spindle without breaking anything
I don't have a shop press so improvised a bit - put my engine crane vertically and made a contraption out of some random pieces of aluminum or steel. Then I heat up casting abit and pressed quill out. All procedure took about 30 seconds after week of preparations
