Cincinnati 24in shaper clutch, help!

I have a cincinnati shaper, and when I went to use it I saw it was not dripping from the tower like it should. Spent lots of time trying to figure out why. Pulled the bottom sump plate off and I felt a definite suction force from the pipe up to the gear sump, when I force fed it oil with a cup. Thinking there was only one pump as all the online conversation and manuals I’ve seen had Cincis with only one oil pump. I assumed magic was going on behind the sump plate and I pulled everything apart. Very perplexed on how my “one pump” could pump from the bottom and not pump to the top at the same time. Low and behold to my absolute surprise my Cinci has two pumps. One running off the shaft connected by the gear on the back of large belt pulley (this brings oil up from the bottom sump to the gear sump.) The other runs off the center shaft which is connected to the belt pulley by a clutch (this brings oil from the gear sump to the tower to be gravity fed back down to the machine.) This leads me to think that clutch isn’t engaged or adjusted properly (also when I spin the large clutch pulley with my hand, the inner clutch and shaft don’t spin.) I see a adjustment bolt on the front and what looks to be a centrifuge to engage or unengage the clutch. What is the purpose of this clutch, does the centrifuge engage or unengage the clutch? How can I properly adjust the clutch to get it to work properly?

In the photo you can see the large clutch pulley, and on the inside of the large pulley you see the outside of the clutch with the centrifuge and adjustment bolt

Centrifuge???
So im not exactly sure what to call it, but what im referring to is the weight on what looks to be a pivot of sorts. It has a return spring (you can barely see the spring in the photo, its kind of dark) and I just assumed it was a centrifugal clutch engage or disengage mechanism. Not exactly sure what it does or if it actually engages or disengages the clutch or does some other job. I circled it in yellow in this photoIMG_8834.jpeg

Hey NCJeeper, I looked through the Cinci manuals on vintage machinery’s website. I noticed that it looked like the whole rear shaft slid back and forth, I haven’t been able to get to my shop this weekend to test my theory yet. If anyone has anymore information about how it works it would be greatly appreciated. The photos attached show the whole clutch assembly in its entirety and the two other photos show only the belt pulley and clutch and The other shows the inner shafts . Looks like the sliding bit I saw is called the brake clutch. So if I use the brake does the big clutch connecting the belts to the inner shaft automatically disengage or is it always engaged. How does this brake clutch work, is what I think is a clutch actually a brake?IMG_8850.jpeg
