How much will a new contactor and overload cost? Do I just need to know the voltage and current rating?

Allen Bradley 709 BOD Starter Parts

To change the operating coil in your existing starter, you would need an Allen Bradley 71A83 coil.
Size 1 starter, 240V coil

For replacement overload heaters yo will need to provide a better picture of the bottom of the motor tag to reliably see the amperage ratings, or the proper data. And show the part numbers on the heaters that you have existing.

What exactly does the starter do?

I was told that it was a safety device that prevented the machine from starting on its own after a power outage was restored. Is that true?

It generally does that too, but it is intended to protect against overloads, as well as start and stop the motor.
