Concrete form pins...thoughts on material type

Does anyone out there have any idea of the steel being used for concrete form pins / stakes. The material is obviously not A36 or the like, due t to the abuse of the sledge hammer. A concrete firm has commissioned me to make these and did not give any specs aside from diameter and length.

Any recommendations on a machinable CR steel .875 dia that will not require treatment? afterwards?

Is this a special pin?
I had gone down to my local steel supplier a few years back and started looking through the drops so I could make some of my own. Guy in the yard asked if I I needed help, I told him what I was doing .
He showed me the pile of different sizes they keep in stock. They were only a small amount above A36 bar by weight, sold in 10 & 20 packs
 
Why would you think these aren't mild steel?

I have about 500 steel stakes, 95% bought new for around $2 a piece.

You ever pulled 500 24"-36" stakes from a form wall? They bend real easy.

Now way in hell they are 4140 or anything special. Maybe 1045, but I doubt it.
 
They are A36... or other "mild steel" of no particular quality. I've actually machined a bunch when desperate, "need some 5/8 (3/4?) rod and it's Sunday". :)
