Looks like it a three tool holder that mount on a cross slide.
Seems more as if the "toolholders" on the wings are attachment points and/or adjustable limit stops for whatever swung the radiusing tool on its curved dovetail rails - which have a Gits oiler, indicating they were traversed-in-use, not just positioned and locked.

And probably from a specialty tooling maker rather than W&S themselves - such as McCrosky and similar once prevalent all around Meadville, PA area or out in Ohio.
