Fanuc OT live milling c axis

I'm curious about the capacity to live mill on a Wasino lathe with Fanuc OT control.
The machine is a 1995 Wasino LJ6
This is not my machine.
The owner has never used it.
It has C axis milling capability
He has had the tool spinning.
He claims that the c axis must be locked in position to use the live tooling. This seems odd to me but I have zero experience with live tooling on lathes.
Should this machine be capable of moving the c axis while spinning the live tool?
Is that within reason for the Fanuc OT controler?

For off-center drilling, C axis is clamped by an M code.

My 1990 Hardinge has an OT-C, live milling and a full C-axis. I haven't used it, but the Hardinge manual explains how to program full C stuff.

It could be a full C axis or just indexing. Depends totally on what the builder built and the original buyer spec’d.
