help with this type of bassick wheel

so i have two of these wheels that cam off a welding cart that my dad had . they have bassick floatread tire 10" and the Firestone logo trade mark on them the axle hole is .750 . so are they self setting do they lift them self what's the deal with the spring and the off center hole . they are built like a brick sh#t house .

thank you vary much now i know that part of it is missing . and with that spring being fixed it makes me think that it may be that it allows the wheel to have some give on an uneven surface or float is in its name

i fixed them now they can go on a hand cart aka Salvador dolly .the first pic is the org set up so being i only had the wheels i took the springs off plugged the off set hole and re drilled it

ya ralph p was kind enough to turn me on to a sight that showed me what they org. looked like so now i have some H D hand cart wheels
