Marvel Old 8 blade tension?

I have a 50+ yr old Marvel Series 8 vertical bandsaw. It's a model 8/M3/M5 similar to the one you see Jason Marburger occasionally use in his Fireball Tool videos.

On the upper blade guard is a plaque that says:

"Important- blade must be correctly tensioned. Turn tension screw with ratchet wrench until pawl at top of upper wheel bracket engages notch to stop further tensioning. Do not force."

I don't really understand what is supposed to happen, because nothing really does happen. The drum on top of the screw and the pawl don't actually touch each other. Am I missing a piece?
 
It's been a while since I changed the blade on my Marvel Model 8 but as I recall the top wheel is spring tensioned and you just tighten it until it stops. Someone please correct me if I'm wrong.
 
I vaguely remember oiling some part of the tensioning device. Sometimes I crank a lot more than I think is needed, but eventually it gets to the stop.
 
The pawl is the little cylinder to the left. You should just turn the tendon shaft until it drops down and stops moving.
