Even the codes look very "Widia" like. Which leads me to think that those are Hanita cutters... Like Shop Guru said, look for the "Made in Israel" mark.
I have nothing but good things to say about the Hanita cutters that I have used.

Just ordered a Cat50 shell mill kit even though i needed a Cat40, just to get the shell for that price.
All of the Cat40 were out of stock.
There were back in stock the following day and ordered the Cat40 and an extra Cat40 holder.
PM if anybody needs a Cat50 3/4" arbor for cheap.

The Haas Tooling End Mills
I have used some Haas carbide end mills and they were comparable to other high performance tools I have used but Jim my boss loves them because of the price and that I don't complain to him when he buys some crap tool to save money and make my job difficult.
The last tool I used was a 5/8" 4 flute end mill with a radius I was cutting 4140 heat treated in the 30+ Rc it lasted the whole job of 50 pc and still looked pretty good.
Jim told me he paid $52 for it. I couldn't believe that price so I went and looked it up for myself since I had the part number from the box and damn he was right it cost $52. The last end mill I used on this job was a Garr tool it wasn't any better and cost almost double according to him.

I wonder who makes this tool the tube said it was made in Korea.

The made in Korea parts could easily be YG1.

Been using these inserts in my 2" Ripper Mill. I'm almost positive they are the same Korloy inserts that come standard with the Ripper Mills at ~$60 cheaper on a pack of 10. ANSI# XEKT19M508FR-MA which is the same on the original Korloy inserts I got when purchasing the Ripper Mill. Anyway, they are performing the same in every way to the originals.

We often test different tooling.
We bought some Haas tooling and really liked it. We have since bought more of it. We found it is well-made, priced right and works as advertised. The difference seems to be they test it themselves and they know how to run it.
We learned for ourselves that there is a big difference in the performance and durability of different tools. We are completely self-taught and could never figure out how to buy tools well when a distributor salesperson is involved. Many times they made us feel foolish because we did not know what to ask. We found their branding and exaggerated performance claims confusing. We always felt like we were getting ripped off.
We would never have survived the learning curve without the Internet, tools like CNCCookbook, our CAM software and good old trial and error. We bought a LOT of very cheap tooling and learned to run with it. No distributor could ever have spent enough time with us and we could never have afforded to destroy expensive tooling while learning. Once we became confident, we bought better tools and learned there is a big difference in how hard we can push it.
Sites like Haas with their example videos and accurate speed and feed data would have made learning much easier for us. We now buy most tooling online from companies like Maritool, Haas, Redline, etc. We buy a few things things like Dream Drills through our local distributors. If we had had our way, we’d like to buy everything online.

My Haas integrated drill chuck arrived - and it's NOT a duplicate for a Techiks unit - shorter gauge length by quite a bit (not that that usually matters with a drill chuck) - did not include wrench, in-hand Techniks wrenches fit fine. Will be a while before I get to try it out, but it looks just fine.
Also ordered one of the 1" inserted endmills on sale - only to later find it's not due until December. ugh - pay more attention next time to what's in stock. Well see how that works out too.

Worse yet is it possible Korloy is not the maker of the these inserts either but private labeling from another?

Probably so; I wouldn't doubt that at all.
Why is that worse if he said they work exactly like the inserts he was using?
I buy tools for their performance and metal removal rate and cost not the label on the box.
Well I now know that Haas turning inserts are made by Widia
Was looking for roughing inserts for our lathe and guess what I found.
The photos show the same inserts Fastenal is selling Widia for $7.72 Haas is selling Widia in their own box for $5.59.
That is about 30% less.
The turning inserts are made by Widia.
Think I will try a box see how they work on roughing 4140.
