The square block on the lower port of the winch motor is certain to have hose burst valving in it,this may be the problem .......there is often a small dia pin that works the hoseburst system ....sometimes this is left out ,leaving a small hole between the circuits.(2.5mm?) ......We are getting into specifics of the components, and you should have parts diagrams ,and service instructions, especially for a lifting device, which is surely covered by state laws.

looks to me like the green arrow is the system relief valve. Under the acorn nut you will find a screw to adjust the system pressure. BUT you said the boom is working good so the problem is likely down stream from there.
The cap the red arrow is pointing to i think would be where to test the system pressure.

Were 8A&B for the auger? My Altec has a two section pump. One for winch and auger, one for everything else. Separate valves and reliefs also, which I think I see in your pictures.

Yes, mine is missing the digger assembly, so I just got rid of all the digger related hoses.

Haven't tried that. Should just dump straight to relief.

I'm going get some fitting and a gage today. Start getting some pressure numbers.

Yes, it should, so put your gage on one of the capped off circuits.

I don't know if this is even possible, but would it work to swap boom hoses with winch hoses to see if the winch now works and the boom doesn't! This would mean it's a valve problem versus a bum winch motor, which would make the search more specific.

Won't work, lines are made to length to each valve. Not much play also different sizes. Very much one line goes into one spot sort of deal

So winch circuit isn't seeing any pressure, dig valve (8A and 8B whats capped off) doesn't see any pressure either. Boom is seeing 2000 psi when I lift a load with boom.

No idea where the relief valve is for this circuit.

Thinking this has to be the relief valve.

How do I adjust it? I've never set one before

So that thing was the relief valve. Try to adjust the nut, no change in pressure.

Took it apart and no broken springs or cut seals

Oil is flowing enough to run the winch, just with no load?

I would think if the relief was dumping, you would hear that and it would get warm.
I can hear oil flowing at the valve when its dumping.

I changed out the O rings, they were all old dry and flat. Not sure if it'll fix anything.

Reinstalled the relief valve, and still not pressure.

Winch moves still.

I did notice that when I hit 8A/8B the 7A and 7B hoses twitch.

Could something be by passing inside the valve block?

Did the problem start before or after you removed the digger stuff?

Sorry I reread every thing, the post above that I put the colored arrows on is the wrong valve.

Try moving the digger valve and the winch valve at the same time, see what happens .

I never had the digger, so never tired those hydraulics.

Never picked up a lot before due to the hoses blowing as soon as oil went through them.

I'm going to cap off winch lines, rule it out.

I think something weird is going on inside the valve block. Either due to me capping off the digger lines, or something just isn't right. Or I have a weak pump section.

Before I remove the control valve, going to swap pumps and see if the working circuits stop working.
