If you hover over the Like button there are options for Like/Love/Haha/Sad/Angry. I think Sad and Angry both count as 'dislikes'I see the like button but not a dislike button....or is the dislike the "report"

The dislikes don't actually do anything other than register your opinion as far as I can tell. They don't alter the count any.
They do if implemented properly. They can even be used to trigger an auto-ban of a member or hiding a comment if it gets enough negative reactions.
