We operate a hammer mill for stock feed. How quick is the bag filled? What's the cycle time? Clamping the neck of the bag airtight so no dust escapes, is it important or not. Have you a cyclone attached to the mill for the dust removal?
On the feed output side the chute splits in 2 with a flap so the feed is discharged either left or right, so the operator can switch the full bag. Each bah is attached to the chute with round bar hooks and the excess part of the bag neck is hemmed over to another hook. In the photo you can see the lever of the flap and where the bags fit. Let me know if you need better photos. Basic but works. I like the idea with the slip/ synch noose but made out of 1"-2" wide strapping with piece of Velcro to keep it in place.
