I believe it's for double checking the elevation of the gun before firing.

Field clinometer, if you look at artillery barrels there is a flat for placing it on. When you change lot numbers of ammunition you need to re-calibrate the guns, this is typically when it is used.

Day one on the job,the boss is showing me his complicated paper folding method of setting the angles of rubber torsion blocks in a shaker .......he says ,Id better show you again,because you wern't listening ......at which point I get out my "Clinometer MkII,Vickers MG",and demonstrate how its accurate to a few minutes of arc ........how to deflate a boofhead.
