shortening a rifle barrel - legally

I'm assuming AR type.
Gunbuilder pegged it.
Blind pin as it can be removed later. Still can't be mated with reciever unless the SBR stamp is handy.
Seems the discussion went to SBS but that's not what I get out of it, more like the SBR(temp) route. Build a hundred. But don't mate them.
For the good discussion of real legalities and associated problems trip on over to AR15.com and poke about, or search AR15 SBR and all will be revealed (some good lawyers there).

If you buy a 14.5" barrel with a permanently attached snittygetter of your choice it will PROBABLY measure 16 1/4" to the bolt face as using the technique described. Couple of other tricks in 27CFR described something like bolt fully closed safety off... maybe more. But you are good to go with a 16 1/4" permanently attached device. (Suppressor more tax)
Basically you haven't built an SBR unless it's mated and is less than 16".

gunbuilder pegged it right off. Musta been there done that.

Mild Disclaimer: BATFE can occasionally lie, and outright take your guns. They have been known to modify weapons to make them fire more than one round per single pull of trigger. Hell, anybody can do that with a file and some patience.

Edit:
Found it, was way wrong on barrel measurement.
From TITLE 27--ALCOHOL, TOBACCO PRODUCTS, AND FIREARMS,CHAPTER II,
PART 479_MACHINE GUNS, DESTRUCTIVE DEVICES, AND CERTAIN OTHER FIREARMS--Table
Subpart B_Definitions

Sec. 479.11 Meaning of terms.
For purposes of this definition, the length of the barrel having an integral chamber(s) on a shotgun or rifle shall be determined by measuring the distance between the muzzle and the face of the bolt, breech, or breech block when closed and when the shotgun or rifle is cocked.
