stick electrode conundrum

anyone know why the flux on a stick electrode won't conduct electricity when the flux extends past the tip, but will when you touch it with a mildly sweaty glove?
 
The flux basically turns to glass.

Also it may be a sign that there is moisture in the rod. You should put it in an oven.

You body is much more sensitive to electricity than whats needed to see a spark.
