Whats this pulley hook type?

Want to get this to lift some stuff in the garage as they are look very compact. Wondering whats this hook type? Is this hook safe to be used with a lifting straps at both ends? Any points to look for when buying is highly appreciated.

You use what you have available. The hook is supposed to go into a chain link and the hook is pulled down and secured with the extra link just below it.
 
On tugboats we call that style a pelican hook although I have never seen one on a come along. They are able to be tripped under load, for example letting go of the tow gear.
 
Possibly because the smallest pelican hook is for 6" strutted anchor chain......Anyhoo,the OPs pics show cheap ,rubbishy ,wire rope tensioners ,generally used to secure loads inside shipping containers.......I would suggest he finds a proper lever chain hoist such as a Yale or a Fuji ,which can be safely used to lower as well as raise a load.
 
John is right. That stuff is not for overhead lifting. Pull your truck out of a ditch, OK. When it breaks no body dies.
