Working more efficiently by collecting all the tools before the job?

At my shop there's an asshole who never puts tools back after using them. Can never find what I'm looking for, all the allen wrench sets are incomplete, tape measures & utility knives scattered all over.

Unfortunately that asshole is me....

Nothing makes me want to kick my own ass more than when I get really busy during a set up, or someone else comes along asking for help for something, and I set whatever tool I have in my hand into the current open drawer of my tool box.

Later I open the drawer the tool should be in and can't find it, panic looking everywhere in the shop for it, give up for the time being to keep working, then later go to get another tool from another drawer and find the other tool I was originally looking for.

The issue of independent tool boxes, duplicate sets of hex wrenches, etc.
But I do think that a independent tool box for plumbing is number one priority.
Leaks don't make allowances for individual situations.
