Reassembling a Norton Brake Controlled Truing Devise

I am trying to refurbish a used Norton Brake Controlled Truing Devise. After some difficultly getting it apart, I have cleaned all the components and replaced the bearings. The clutch system has three brass brake shoes that contact the inside shell which acts as a brake drum. The brass shoes are held with adjustable spring tension which holds the shoes away from the inside drum until sufficient centrifugal forces the shoes to contact the drum and moderate the spin speed. I used a lot of penetrating oil to get the devise apart and I believe the brake system runs dry with no lubrication. Any advise as to reinstalling this devise would be greatly appreciated.

I did the same thing when I got one some years ago. Put it together and use it. I have an SC wheel on this and use it for both AO and CBN wheels.
 
Do you have any photos to post that show the unit disassembled? I have one that I would like to clean up and inspect, and there is very little info out there to be found. Thanks, Jim
