antique milling machine unknown

I've never come across one of these before. It's an interesting mill. I am certain that it's origin is in Europe, as the details on this machine indicate clearly that it is not of American design or manufacturing practice.

This is not of much help, but is the best I can do. Eliminating one continent is a start!

UBV ??? French or Swiss?

UBV == Usines B.....V....

Usines means "workshop" or "manufactory with machine tools"; the B V may be the initials of the owner ( whether person's name or organisation).

Google in French for "Usines B V" and see what appears....

It could also be from the French speaking area of Switzerland as well..

but nothing on the base
if the mark garvin specialists can help me understand
