Universal Head for 13 and Universal grinders (on edit - photos in post #1 show one for the 13 - these work just fine on the flat Universal table, but are not as handy to clamp down as can be seen in photos in this post - Larry's catalog pages Post #4 show the base for the Universal tables)

Has to do with holding tools for grinding

Some photos of mine at work

I never used one on the 13 grinder but did on the Cinci #2. With not a front center on a your tool you could put a bushing at the front and use the universal like a steady in front and center at back.

The B$S 13 grinder was a fine machine used as a OD grinder and a high precision do almost anything TC grinder ..but it was not as fast as the Cinci #2..and yes the Cinci #2 was not as accurate an the 13 grinder becsause it did not have a fine feed on the cross..and not on the down feed.
I logged many hours on both...

The 13 grinder would have made a fine surface grinder..always wondered why they did not offer it with a SG Wheel head.. yes one could turn the spindle that way but the extensions were never very good..

Cinci made a surface grinder #2 with having a double width bearing at the front so sticking the wheel another 6" out..but with lack of precision down feed it was not that good..but it was really fast.

One could put a collet spindle in a Universal Head and then use for a simple work head..with collets and perhaps a 4jaw chuck it would be handy for end mill ends..Could also use it for holding parts for ID grinding..Put a stub arbor in it for sharpening mill cutters and saws...so many used could be made of it.
