A friend has this in his possession, and although it obviously says "service station equipment" on it, I couldn't find anything through my limited google abilities and figured maybe someone here would recognize this and be able to tell us what it is. The clamps on the wings rotate, and the lever on the front operates what appears to be a shelf of some sort, which stores down out of the way. My guess is some sort of spring re-arching tool or axle straightening device, but I'm too "young" to know, LOL.
