Identify old machining tool

I found an old tool in a box of goodies and I am not able to tell exactly what it is, or how it might be
used. I would appreciate any help along these lines.
The tool is round, 4-1/8" long, morse taper (3?) Cutter length 11/16", cutter diameter 11/16".
On the cutter end is written, A.M.P. Corp. On the largest part of the taper is written 24/31 Fuse,

If the points and bottoms of the V grooves on your cutter are in line between all the flutes un like a thread on a tap the cutter may have been used to groove milling cutter bodies to accept corrugated inserts similar to what is shown here,

A similar pattern is also used for cutter heads to hold corrugated knife stock for the wood working industry .

I don’t know how many thread mills there would have been with Morse taper shanks from the days before C.N.C. machines .
Perhaps they were around but not something I am familiar with .
