I think that is a Jones and Shipman arbor press

You are correct Blazemaster. Ja_Cain actually posted this for me. I had searched the PM site many times but just joined. The old J and S presses seem to be lacking on background info or documentation compared to the other American made press manufacturers.

This is not a Jones & Shipman arbor press.

J&S were in Leicester, England and they are still in the area though much changed and no longer making their range of workshop tools. I have an old catalogue of their "Small Tools" and they did make several small arbor presses, probably useful to go with their cylindrical grinders.

Here is a J&S arbor press that was recently for sale here. Originally it would have had a slotted base plate.
