Probably the vertical head for the milling machine. Tony Griffiths has a writeup on this manufacturer and model of mill, and a vertical head was offered for it.

Interesting mill, as it could be used as a manual milling machine (the crank for the knee screw is located on the back of the mainframe). It could also be used as a production mill, having rack feed for the table.

I have too many projects and too little time, but with this mill in my locality, I am tempted. It looks quite a bit sturdier than my Burke Number 4. Of concern is what the taper of the spindle is. I do not recall this being mentioned in the write-up in the Machine Tool Archive.
 
After looking at other pictures of the machine I see you are correct. Looks like a decent machine . Probably good thing I'm not closer to it.
