The male dovetail with possibly moveable locking side pieces leads me to believe that it could be a work holding fixture for quick-change tool holders. JMO.

It's pretty clear what it does. Are you asking us to guess what the part it's intended for looks like? Well it has a female dovetail about that size running along one face and two parallel faces square to the first one and parallel to the dovetail centerline about that far apart. Other than that? It's anybody's fantasy.
