Yes that is what this is..... a planer that fits on a bench vise.... as you can see it fits on the back of the vise to work objects held in it's jaws.....I find some of the comments amusing such as "At the present cost of files, not excepting it's rapidity of reducing surface, this miniature machine would be an exceedingly profitable tool in ordinary vise-work." I don't think this was a manufactured tool but more something this author was showing you so you could make one...... anybody have one????? It was in " The Mechanics Tool Book. with Practical Rules and Suggestions for use of Machinist, Iron workers and Others" by W. B. Harrison 1868
