Question on felt reservoirs

I'm replacing the felt reservoirs on under the ram of my Rhodes Shaper. The felt that was in there was probably 100 years old and was quite a bit retracted (shrunk) so it didn't reach the level of the ways. When I made the news ones I cut them just a little less thick than the depth of the hole in the casting such that they would sit a bit below level. Is this correct? Should they be flush with the top? More shy?

I also wonder if the felt should be secured into the hole in any way? Maybe a bit of glue on the bottom? I guess they might sit in place without being glued down but I thought it couldn't hurt to ask?

It is also important to use wool felt, not any kind of synthetic fiber. I have washed out old felt pads in acetone or lacquer thinner and reused them in some machines. You can fluff them up if they took a set.

Thanks guys! A while backed I picked up some real wool felt just for use on my old machines and cars. I will cut some news ones flush so they rub the bottom of the ram.
