I have an old Wade 94 lathe. Looks to be in good condition. As it came to me power cord had no plug: 3 wires, White Black and Green. Is this machine 120V 20A?? Wired to 120V plug, when ON button is pressed briefly the only response is what sounds to be transformer hum.
And is there anything like a manual available anywhere?

Wade did not make motors, may not have even selected an "unusual" one, it is old enough the motor you have now may not even be the original.
Cutting the power cord is a common safety step when the electricals in/on a(ny) machine are known to have gone bad and/or are non-standard, and/or the PO simply wants ot reduce liability, as in "non-working, selling for parts, only".
If you cannot get direct sight of the motor, see if you can put a camera or phone onto a "selfie" stick or such and get photos of the data plates on the MOTOR.
"The PM community" can probably sort the rest of what is amiss from there.
Towards which goal, a coupla initial "SWAG"s.
It sounds as if you have either of:
- a single-phase motor with a bad "start circuit" centrifugal switch, start winding, capacitor, or some combination thereof. Which WILL just lock-up and hum.
ELSE
- a THREE-phase motor. Which WILL just lock up and hum if fed only one phase.
There are different way to address fixing either of those, and even then, there may be some OTHER thing amiss. Instead. Or even "also".
