I'll take a guess and it looks like the spindle has Kwik Switch probably 300. The other might be a Kwick Switch with a collet holder. You need the spanner and turn it counter clock wise. Probably have the type with the springs inside and when turned to the limit it will lock open. When inserting another holder it will self close then finish tightening with the spanner.

There are any number of differing double angle collets out there - some fairly exact dimensions will be needed
Like those unobtainium from K&T for the 2D rotary head mill
