What is/was "SEBAC" maybe aerospace?

I bought some aerospace surplus stuff and some of the older pieces have "Property of US Government- SEBAC" plaques on them. Google isn't coming up with any SEBAC that looks like it would fit with WWII era manufacturing. Just curious what SEBAC stands for.
 
Items large enough to have a plate nailed to them (machinery) are still around with WWII-era examples. This plate was on a Barber-Colman Type S gear hobber, serial no. 4.

Note that the full name of the government entity is Smaller War Plants Corporation, but the abbreviation is SWAPCO.

So you can get imaginative translating SEBAC back to the full name. It looks like they added a vowel or two to the first letters of the words to make an acronym that is easy to pronounce.
