What is this tool?

A friend found this in a bucket of machine shop detritus:

3.5" diameter. The shaft is a taper, a bit smaller than #2 Morse but similar proportions. The high spots of the face are polished, making me think it has something to do with lapping. There are two lockable screws and a ball bearing pivot that allow the angle of the face to be set relative to the shaft.
 
Looks like it should go on a Rockwell hardness tester, the base part, adjustable
to hold irregular objects, and present the testing face perpendicular to the
penetrator axis.

I just looked at maybe a hundred pictures of Rockwell testers and didn't see anything with more than a superficial resemblance, which is that it's a small round table.

"Looks Like" so maybe a custom made one ?

or maybe something completely else.

Or a brinell tester.
 
If it is not for a hardness tester it could be a tool used in the optical industry to mount lenses for grinding or polishing.
