In 3D you go to Sheet Setup, and specify no background, should be the same for 2D. I can't walk you though it without being in front of it, but I think it's from the initial menu, might involve a right click somewhere. Same process as changing from B sheet to C sheet etc.

In 2D you should be drawing the part in the 2D model view and creating the dimensioned drawing in the sheet view by selecting the 2D model from the table menu. That way your drawing on the sheet can be something other than 1:1 as well as not having to have dimension layers, etc.
Export the .dxf or other format from the 2D model view.

Thanks guys I got it. There are templates that are blank sheets, just had to dig in the right place, kind of along the lines of Mud's suggestion.
