Your question is too vague to give a definitive answer. What do you mean by "easily program"? Depends on what kind of programming you want to do and how much you can afford. 2D? 3D? Almost all CAM programs will have Hass post processors.

any CAM will has a post for HAAS machines.

cheap route is Fusion 360 and I have a post that was flavored for my 95 VF0 if you need it, works for Fusion, HSMWorks and Inventor CAM

Haas used to sell a version of OneCNC with machines about that time. That would work well and there is a great support forum.

CamBam, 40 free sessions (like all day per session) then $149. Yeah its considered a hobby level program. Very easy to use and quite capable.
