Cincinnati Serial Number Help Needed

Trying to decipher this Cincinnati serial number:

1 3 J 2 3 P 1 A L E - 2 9

Looks like a non-dial-type horizontal mill, No. 2 size, based on the "J2", but the serial number doesn't decipher in the 1953 factory serial number book. The two-digit "13" prefix doesn't fit, and the "3P" doesn't translate into a year code that I've seen. No idea what the "ALE" means, either.
 
Thanks, John. I hadn't considered the UK plant, but you might have solved at least part of the mystery. At one time, the European subsidiaries used "E" for the Birmingham, England, and "N" for the Netherlands factories, respectively, at the end of their serial numbers.
