Horizontal Mill- What's this for??

Purchased and cleaning up a Steptoe horizontal mill that was retrofitted with a Tree vertical milling head.

Never owned or used a horizontal before...what is this pin that ratchets up with the lever/handle in front?? The large pin has five gear teeth, and a small pin driven into the side that keeps it from falling through the table. Turn the handle, pin ratchets up and down...

Mill base/table is a Steptoe #0, there is no information available on this, the only example I can find is in a museum. Could be well over 100, to as much as 150 years old. Don't know, Steptoe went through several iterations over many years.

I don't know if there was some old version of power feeds, but this base would seem to pre-date any "modern" design. Similar, but different than that here:
