I've had this Gortin 1-22 for a while and recently was able to temporarily power it up and make chips with it in my shop. It's sitting on a pallet still because I haven't decided on its final location.

Anyway I have two issues with the mill.

One the lock to keep.the table from moving in and out will tighten up but you can still turn the hand wheel and move the table.

The other is with the knee lock unscrewed the kndd will not move up or down. I attempted to crank on it earlier and this time I felt and heard a pop on the knee.

Quick video showing whats going on. Pardon the mess. My shop is still under construction.

The lock on the y axis just pushes against the gib. The gib on mine is cracked right at that spot so yours could be broken. You can remove the screw from the front and see if you can pull it out and see.
On the knee you could try loosening up the gib and see if you can get some movement. I would take it easy on those gears. You could put a small hydraulic jack underneath and see if it will move.
