2007 Charmilles Roboform 550 will not boot up

We just purchased a used roboform 550 sinker edm and can not get it to boot up. upon power up it gets to the EDM link check... screen, then after about 5 minutes powers off.

This is what I have found so far:

TM05 TRANSFORMER:

OUTPUT
1(31)-Ground=.092 VAC(SHOULD BE 0)
3(33)-Ground=113.8 VAC(SHOULD BE 110)
4(35)-Ground=7.44 VAC(SHOULD BE 0)
5(36)-Ground=31.75 VAC(SHOULD BE 24)

INPUT
1-3=400 VAC

TM03 TRANSFORMER
1(1U1)-2(1V1)=398 VAC
1(1U1)-3(1W1)=400 VAC
2(1V1)-3(1W1)=400 VAC

4(2U2)-5(2V2)=238 VAC(SHOULD BE 230)
4(2U2)-6(2W2)=238 VAC(SHOULD BE 230)
5(2V2)-6(2W2)=239 VAC(SHOULD BE 230)

WHEN THE MACHINE POWER BUTTON IS ACTIVATED ON THE CONTROL, THE FOLLOWING LEDS ON AP102 TURN ON:
VCC24, 24CN, VCCA24, H10, AND H11. THE U/RUN LED ON PLC A112 CONTINUES TO FLASH.

CONTACTORS KM102, KM111, AND KM101 ARE ACTIVATED, ALONG WITH THE COOLING FANS.

4 of the 6 boards behind the control door below the drives have multiple LEDs that continuously flash on and off.
