What is the preferred method for removing or neutralizing copper oxides? Remnants of machining copper and brass.

We have copper oxides forming in the coolant tank, and around the machine enclosure. AND I think is the cause of blisters I am getting on my hands from handling wet parts.

We are using a 100% synthetic, water based coolant. Like to keep the PH neutral if we can.
 
Not applicable to copper oxides suspended in your coolant, but a combination of vinegar (or other mild acid) and salt readily removes copper tarnish from metallic copper, so it should do some good for the copper oxides building up on dry surfaces. Make a paste with Cabosil or similar thickener so it doesn't run around. Or, just use thick ketchup/catsup (really).
