Is it save to enlarge the collet to the required diameter by turning or wire cut machining, or it is better to make another one?

Most folk just BUY the size(s) needed from other folk who have the making of collets as their line of business.
Either size you cite, any of a dozen or so collet "systems", the collet itself is small enough and light enough for parcel or courier service from any source on-planet to any destination not proscribed at source.

Not all collet systems that can accomodate 20 mm have a maximum size that accomodates 25 mm. If that is your case? You'd have to upgrade the holder for larger range, not just the one collet.
