Have you tried using the forks on the lift truck, to move the turret?
Is the power on?
Is the program written in RS-274?
Have you considered calling a tech?
Has it moved in the past? Or, have you seen it move?
Is it still in the crate?
Does it have a sticker on the side that says "display only"?
Have you tried swearing or kicking it, with proper PPE?
Is it a Haas?

Just a few ideas.

Where are you at in Virginia? With the bad power and horrible supply chain sourcing here a CNC machine shop has a tough row to hoe.
List your location, if you are lucky there might be a PM member that will help you locally.

All good suggestions but I still think a bigger hammer will fix it.

TAG your it.....

If a bigger hammer will not fix it, must be an electrical problem.
Open the electrical box. Put a small wool rug right there on the floor. Put some plastic slippers on and shuffle back and forth while touching various electrical connections. Well known method of sorting out problems. If a spark jumps from your finger to the part, that part is bad and needs replacing. Machine must be powered on and all rapids set to max for this to work.
