The hose goes to a high pressure pump that is mounted on the coolant reservoir. Does anyone know what is for?

Hello voicurob,
Tool holder system are available for Through the Tool coolant for use with machines that don't have Through the Spindle coolant. A housing the tool holder is able to rotate in, has a male fitting that locates into the device on the side of the spindle you're asking the question about. Such a tool holder is shown in the following picture.

Your fitting is not correctly attached.
