suggestions for turning small titanium part

so i have a titanium part thats 2 inches long
the general profile is like a lollipop except the candy part is rectangular

the "handle" part is currently .350 od and 1.5 long before it starts to taper up to .750 square shaped head

the job is to remove .02od and .100 length of material basically creating a tiny step after the 1.5 length

OK, what gear have you got to do this with?
It's hard to know what to advise until we know what you have.

A picture of the part would really help too.

Do I understand correctly that you want to hold the part by the head in the lathe and then turn a little step on the already round shank?
If that is the case why can you not simply pop the round shank in the tailstock drill chuck, set up a four jaw on the spindle, run the part between the jaws, grab the part by the head with the 4 jaw, pull the tailstock and then clock the shaft in until it runs concentric?
Pop a little center in the end of the shaft if you need to and can get away with it, then run up the tailstock again with a live center in it.

The turning is a doddle.
