The 221 is 1/4" I.C
The 21.51 is 3/32"
They are both 35 degree with the same relief angle, the 21.51 is just a little thinner so it should fit.
Im pretty sure the c'sink angle under the insert screw is the same.

Whoops I misspoke. The I.C. on both are .250 but the thickness on the 221 is .125
The thickness of the 21.51 is .093
So yes it will fit, just watch the height for center.
