    Everything on the A2B PCB appears to be working-- or at least connected as per the prints. The relays on this PCB look to control rapid vs regular feed vs creep feed.

    The DC drive generates it's own 24V +/- via an on board transformer (380v Primary, 24v Secondary). This transformer was replaced at some point with a 400v Primary, 23v secondary. This results in all of the 24V circuits running at ~20v. This doesn't seem like the issue.

    For something like this, which might just be "tuning" I would agree that a 5% voltage variation (say 23 or 25 V instead of 24) should not matter. But a 20% difference (20V vs 24V) could be enough to really matter. (Disclaimer: I have ZERO hands-on experience with your system.)
